Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: This position will have dual responsibilities. The Federal Program Specialist works with the Every Student Succeeds Act (ESSA) federal programs (60% time) and also provides executive administrative support (40%) under the direction of the Division Director.

The Federal Program Specialist performs highly complex consultative and technical assistance work, providing direction and guidance related to the ESSA for agency staff, Education Service Centers (ESCs) and Local Education Agencies (LEAs). Program work involves planning, developing, and implementing ESSA programs. This individual works under minimal supervision of the Division Director with extensive latitude for use of initiative and independent judgment. The ESSA Federal Program Specialist plays a critical role in ensuring that selected Local Educational Agencies (LEAs) receive the expedited technical assistance they need to implement effective supplemental education programs for the children they serve. In addition, the position will perform highly advanced professional assistance work for the Division Director. This work involves overseeing high-level administrative operations of the Federal Program Compliance division.

•Develops ESSA and other program policies, procedures, standards, and manuals in accordance with ESSA program objectives and TEA Strategic Priorities and Prepares and edits complex correspondence, memos, charts, presentations, and spreadsheets.
•Coordinates and conducts ESSA district and other program monitoring reviews to determine compliance with the ESSA statue, regulations, policies, and procedures.
•Creates and maintains records, budgets, and travel request documentation, forms, and reports for the Federal Program Compliance Division and answers and screens phone calls, takes messages, and sets up conference calls for ESSA program staff.
•Communicates objectives, tasks, and decisions to staff on behalf of the Division Director.
•Coordinates calendars, meetings and conferences for the division; this includes securing and confirming meeting rooms.
•Performs related work as assigned.


Education: Graduation from an accredited four-year college or university.

Experience: At least two (2)years of experience in any combination of school experience and federal program management or program implementation at an LEA, ESC, state, or federal agency.

Substitutions: Education and experience may substitute for one another on a year-for-year basis.

•Knowledge of the Every Student Succeeds Act (ESSA); ESSA programs and local,state, and federal statutes related to ESSA

•Experience analyzing federal statutes, rules, regulations, and guidance
•Ability to gather, assemble, correlate, and analyze facts; devise and recommend solutions to problems and opportunities

•Highly skilled with Microsoft Office applications, especially Word,Excel, and PowerPoint
•Ability to handle high-level administrative issues, analyze, and solve work-related problems effectively
