MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Reading Language Arts Specialist provides statewide guidance and support for kindergarten–grade 12 reading language arts education in Texas public schools. The Reading Language Arts Specialist supports schools, parents, and stakeholders by providing clarification and guidance of the K-12 English reading language arts Texas Essential Knowledge and Skills (TEKS), serving as a content expert in the review and development of reading and writing items for the State of Texas Assessments of Academic Readiness (STAAR) program, reviewing resources and other materials that support implementation of the TEKS, disseminating information related to reading language arts education, and providing non-regulatory guidance and information regarding general curriculum laws and rules, particularly with respect to 19 TAC Chapter 74 and reading language arts graduation requirements.

This position is part of the reading language arts team and reports to the Director of Reading Language Arts in the Curriculum Standards and Student Support Division.

The ideal candidate will have prior experience as an instructional coach, district-level content specialist, curriculum writer, assessment item writer/reviewer, or developer of reading language arts resources or professional development.

ESSENTIAL FUNCTIONS:
•Provides support and guidance for the implementation and maintenance of the English reading language arts TEKS and uses expertise in K-12 reading language arts education to design, develop, and review resources and professional development aligned to the TEKS, including the reading language arts TEKS Guide
•Provides curriculum content support and expertise for the development of English reading and writing assessment items for the STAAR program, including guidance and support for early passage review, review and revision of assessment items, grade-level coordination for one or more test titles, facilitation of various external educator meetings, and review and guidance regarding construction of STAAR reading and writing assessments to align with test blueprints and TEA guidelines
•Provides curriculum content support and expertise for the development of constructed response writing items and support for constructed response scoring, including review of training materials, monitoring live scoring, audit of scoring, and other activities
•Provides content support and assessment expertise in the development of the STAAR reading language arts redesign, including conducting research, revising item specifications, and providing feedback on items and test design
•Provides guidance, communication, and support to teachers, parents, the public, and other stakeholders regarding the Texas Education Code, Texas Administrative Code, and TEA policies and procedures relating primarily to reading language arts education, general curriculum areas, graduation requirements, and development and administration for STAAR reading and writing assessments. This includes sending listserv bulletins, presenting at Texas Education Telecommunication Network (TETN) meetings and conferences, and developing reports related to reading language arts education and general curriculum areas

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university; advanced degree preferred

Experience: At least four [4] years of experience in working with K-12 reading language arts programs in school districts/charter schools, at education service centers, in university settings, and/or with statewide initiatives. Valid teaching certificate in Reading, English, English Language Arts, or related field required.

OTHER QUALIFICATIONS:
•In-depth knowledge of kindergarten–grade 12 English reading language arts TEKS and how they are taught and assessed in Texas public schools
•Extensive experience coordinating projects, resources, and programs in programmatic, leadership, supervisory, or administrative roles relevant to English reading language arts education
•Knowledge of the Texas Education Code and Texas Administrative Code, particularly with respect to curriculum requirements
•Advanced skill in writing and/or reviewing assessment items to align with state standards and item writing specifications and guidelines (level of difficulty, accuracy, freedom from bias, etc.)
•Experience with effective, high-quality professional development activities and techniques in reading language arts education
•Familiarity with state graduation requirements, especially as they relate to reading language arts
•Excellent time management skills to organize and complete multiple projects simultaneously and meet deadlines
•Superior and effective professional verbal and written communication, including development of appropriate guidance documents and effective presentations
•Exceptional skill composing, reviewing, and editing written communication to adhere to accepted styles and guidelines
•Fosters and maintains effective working relationships with a variety of individuals and groups, internal and external to TEA
•Fast learner who can understand and communicate intent of state law and rule and work within statutory authority
•Excellent ability to express ideas clearly, both orally and in writing
•Ability to provide unbiased guidance and information to the public regarding issues related to reading language arts education
•A desire to self-reflect, give/receive feedback, and continuously improve
