Job Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Staff Services Officer for School Finance performs a variety of complex administrative services work for the Department of School Finance and the Chief School Finance Officer (CSFO). The Staff Services Officer will be responsible for coordinating all administrative and business operations for the School Finance department, including budget management, records management, personnel actions, contract management, website administration, calendar management, scheduling, and coordination with governmental agencies, executives, and organizations on behalf of the CSFO. This position may assign and/or supervise the work of others and is expected to act with a high degree initiative and independent judgement. This position will report to the Associate Commissioner and Chief School Finance Officer.

Serve as primary administrative operations lead for the Department of School Finance: Plan and oversee functions such as personnel actions, procurements and budgets, legislative requests, and performance reporting.
Maintain full ownership of maintenance and coordination of department fiscal note access database and submission process: Coordinate the fiscal note process for the department and collaborate with the Chief School Finance Officer and School Finance division directors to ensure legislative tasks are completed timely and accurately.
Provides administrative support to the Chief School Finance Officer (CSFO): Calendar management, organization, data and information management, and correspondence development.
Performs general office management duties: Serve as primary point of contact for the department, monitor and distribute internal and external communications, and support special projects for the department as needed.



Education: Graduation from an accredited four-year college or university.

Experience: At least three (3) years of experience in administrative operations management and executive support. Expert knowledge of Microsoft Office suite (Word, Excel, PowerPoint, Outlook, Access) required.

Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis

Knowledge of Public Information Act requirements, budget processes, accounting and timekeeping systems.
Proficient in executive-level support methods of planning, organizing, and writing.
Ability to work under intense time pressure with competing priorities and deadlines.
Excellent written and oral communication skills; ability to adapt communication across the agency and to a variety of audiences.
Experience developing and editing correspondence on behalf of executive leadership.
Mastery of use of technology for in-person and virtual meetings utilizing the Microsoft Office Suite and tools like Teams, Zoom, etc.
Strong editing and proofreading skills.
Highly skilled in developing and maintaining effective working relationships with a variety of individuals and groups, internal and external to TEA.
Ability to work from a computer/office-setting for extended periods of time.
Physical effort will occasionally be needed to move, lift, and carry office equipment.
Extended work hours may occasionally be required.
A desire to self-reflect, give/receive feedback and continuously improve.
Ability to engage in a collaborative, results-oriented team environment.
